The Philippine Amusement and Gaming Corporation (PAGCOR) has officially launched its 24/7 National Problem Gambling Helpline (NPGH), marking a significant step in the state regulator’s commitment to responsible gaming and player protection. The helpline, which can be reached at 02-8248-9568, connects callers directly to trained counselors for confidential support and counseling regarding gaming-related issues.
A Partnership for Player Protection
According to PAGCOR, the initiative is run in partnership with the Seagulls Flock Organization Inc. (SFO), a non-government entity recognized for its track record in mental health, counseling, and addiction treatment. The helpline office is physically located within the PAGCOR Corporate Office in Pasay City.
In a keynote speech read by Senior Vice President for Land-Based Operations Daniel Cecilio, PAGCOR Chairman and CEO Alejandro H. Tengco stated that the lifeline is designed to assist anyone struggling with problem gambling, including their affected family members. Tengco emphasized that the response to gaming-related issues must be rooted in both regulation and compassion, acknowledging that entertainment can sometimes lead to financial strain, emotional distress, and isolation.
Evidence-Based Intervention and Training
SFO Chairperson Teresita “Chit” Castillo expressed gratitude for the partnership, noting that the NPGH is the first round-the-clock hotline in the country dedicated solely to addressing gambling harm. Castillo explained that the helpline serves as a bridge between regulatory oversight and clinical, evidence-based interventions, such as counseling and referrals to rehabilitation centers.
To ensure professional support, PAGCOR and SFO held a commencement ceremony for the helpline’s para-counselors prior to the launch. Castillo confirmed that 12 para-counselors are currently deployed, working in three shifts per day. These personnel underwent extensive training in clinical skills, motivational interviewing, cognitive behavioral therapy, and technical call-handling protocols.
