Philippine Gaming Revenues Experience Q2 Slump
The Philippine gaming industry experienced a notable downturn in the second quarter of 2026, with gross gaming revenues (GGR) falling to Php 88.13 billion. According to official data released by the state gaming regulator, the Philippine Amusement and Gaming Corporation (PAGCOR), this figure represents a 20.33% decline compared to the Php 110.63 billion recorded during the same period in the previous year. PAGCOR Chairman and CEO Alejandro H. Tengco attributed the contraction to several macroeconomic and geopolitical factors that impacted consumer discretionary spending.
Sector Breakdown and Revenue Contributors
Despite the overall decline, licensed casinos remained the primary driver of the country’s gaming revenues. According to PAGCOR, the sector breakdown for the second quarter of 2026 includes the following performance metrics:
- Licensed Casinos: Generated Php 45.37 billion, accounting for 51.49% of the total GGR.
- Electronic Gaming Sector: Comprising E-Games, E-Bingo, bingo, and poker, this segment contributed Php 39.85 billion, representing 45.21% of the industry total.
- PAGCOR-Operated Casinos: Generated Php 2.90 billion, representing 3.30% of the second-quarter GGR.
Economic Pressures and Outlook for Recovery
PAGCOR Chairman Alejandro H. Tengco explained that the decline in GGR from April to June was largely driven by weaker revenues from the electronic gaming segment. He also pointed to broader economic pressures, stating that the impact of inflation and the geopolitical crisis in the Middle East weighed heavily on consumer spending, particularly on discretionary activities. This Q2 decline follows a previously reported first-half performance where PAGCOR’s total revenues fell by 26.64% due to lower earnings from gaming operations.
Despite these challenges, Tengco expressed optimism regarding the industry’s eventual recovery. He highlighted ongoing efforts by operators to improve services, adopt technological innovations, and strengthen responsible gaming measures. Tengco emphasized that PAGCOR remains committed to implementing measures to boost GGR and ensure the industry continues to contribute to nation-building.
