PAGCOR Advocates for Player Protection at SiGMA Asia 2026
During the opening ceremony of the SiGMA Asia Summit 2026 at the SMX Convention Center in Pasay City, Philippine Amusement and Gaming Corporation (PAGCOR) Chairman and CEO Alejandro H. Tengco emphasized the necessity of balancing industry innovation with accountability. Speaking to regional regulators, operators, investors, and technology providers, Tengco stated that the true measure of the gaming industry lies in its ability to remain properly regulated, socially responsible, and beneficial to communities.
To address gambling-related issues, Tengco highlighted PAGCOR’s recently launched National Problem Gambling Helpline. This 24/7 service provides confidential, professional support, counseling, and intervention for affected individuals and families. The initiative was developed in partnership with the Seagulls Flock Organization, a non-profit advocacy group focused on mental health, behavioral wellness, and addiction treatment.
Market Performance and Revenue Trends
Tengco also discussed the financial performance of the Philippine gaming sector, noting how digital platforms have transformed the industry. He reported that strong electronic gaming performance helped drive the country’s gross gaming revenues (GGR) to nearly Php400 billion in 2025, representing a 6.39% increase from Php372.33 billion in 2024.
However, Tengco pointed out the cyclical nature of the market, citing a 15.87% year-on-year decline in total GGR during the first quarter of 2026, which fell to Php87.60 billion. He attributed this drop to broader economic pressures and softer discretionary spending, which led to a 22.43% contraction in the electronic gaming segment. Meanwhile, licensed casinos generated Php44.52 billion, accounting for 50.83% of the total industry revenues during the first quarter of 2026. According to Tengco, these figures demonstrate how traditional casinos provide stability during market adjustments while electronic gaming drives growth during expansionary periods.
Despite changing market conditions, Tengco emphasized that the industry’s long-term success should be measured by its ability to maintain public trust and uphold the highest standards of responsibility.
